What we do


IMPULSE PLUS will effectively transfer to new regions and cities the main outputs developed during the previous MED project IMPULSE. This includes the provision of support tools for the development of gradual renovation plans and financial planning for cost-optimal solutions for public building stocks.

The Financial Scheme Evaluation tool, including the decision-making support tool PLUG-IN KPIs-processor for automated hierarchy of public buildings, will be revised and adapted under a transnational and cooperative way to help territories to meet the new targets set by the EU in the Green Deal and Renovation Wave Strategy, which aim to double annual energy renovation rates in the next ten years and report on the need to renovate buildings deeply on a massive scale.

The transferring process will allow, on the one hand, to scale the scope of application in some of the countries previously involved in IMPULSE project (Spain, Greece and Italy) from small/medium municipalities to bigger cities (such as Valencia in Spain), but also, from the local to the regional scale (Emilia-Romagna Region in Italy and Western Greece). On the other hand, results will be transferred to a country that was not involved previously in IMPULSE (Slovenia). It will enable other municipalities/regions in Slovenia to make use of the tools taking the Municipality of Koper as a reference. Finally, IMPULSE PLUS will permit to improve and adapt the tools to the requirements established in the new EU program period.



“Transform the requirement of energy renovation of public buildings to a practical solution”
  • Testing of typologies’ classification, energy dynamics analyses and IT protocols for the creation of a decision-support system for planning energy efficiency interventions in public buildings.
  • Improve energy management capacities through the small-scale renovation in one public building in each partner Country and monitoring progress from the ex-ante to ex-post condition.
  • Transferring of the major achievements on the preparation and management of energy renovation projects, to other municipalities and/or regional authorities
  • Involve key target groups and end-users, e.g. municipalities, regions etc., and engage them in using project findings, e.g. the IMPULSE system and typologies’ libraries. 
  • Speed-up sustainable energy action plans and energy efficiency plans for public buildings, through transferring activities, i.e. training seminars, technical/policy meetings and portability campaigns.
  • Synergies with other projects and experiences

IMPULSE will make use of synergies with past and current EU projects in the field of energy refurbishment of buildings (ERB). As a pilot project, it will build on existing knowledge/outputs which will form the basis for the ‘testing’ (of already developed methods and tools), evaluation and transferring activities. 

Initially, IMPULSE will reuse and test methodologies and best practices from REPUBLIC-MED. Mainly, the methodology developed to classify public buildings into typologies will be reused (after refining it) within the testing compoment. Other useful outputs include: methodology for accounting for end users behaviour in energy analysis; inventories of feasible energy retrofit measures; pilot simulation results for public buildings. 

IMPULSE will also build on the strategic project ELIH-MED, where 9 large-scale energy retrofit projects were completed in 6 MED Countries, providing very useful lessons learnt and guidelines for the whole cycle of an energy retrofit project. Finally, other past projects to exploit synergies with are: IRH-MED; EPISCOPE; MARIE; ZeroCO2; ENERGY FOR MAYORS; FIESTA; CRIBUTE; 2DBAT; PROFTRAC; InSMART; AIDA; REPUBLIC-ZEB; Reqest2Action; MAYORS in ACTION. Specific deliverables that will contribute to IMPULSE are detailed in the report D3.2.1 (refer to the deliverables database). 

Finally, IMPULSE establishes synergies with other MED 2014-2020 projects of the “Efficient Buildings” MED Community of projects, mainly focusing on ERB in public buildings. An MoU is already signed among all projects of the Community, while IMPULSE has also signed a more targeted MoU with the SHERPA project. Possibilities for common transferability actions at local and transnational level will be explored and implemented.

Intervention logic

Testing component

The project brings an IT management support system which tackles public administrations action plans for public-buildings energy upgrading, based on pilot testing at city scale of methods/protocols developed in previous projects (refer to the report D3.2.1). The results provided by testing those protocols, namely for grouping public buildings and for energy analyses, will be organized into the IT system which will function as follows: In the input field the properties of public buildings are inserted and based on similarities to the typologies tested in the project the output includes: list of cost-prioritized interventions accompanied with energy and cost indicators, 3% renovation plan, a monitoring guide and the completed emission matrices of SEAP. 

Towards that goal the testing component presumes the same pilot activities across partner Countries. Including major building typologies and results in representative MED Cities, the system also covers buildings situated elsewhere in partner Countries; hence, it can be used by other Municipalities as well. 

Especially now and in the near-future that public-buildings are in the core of EU policies for Cities’ energy efficiency, effective decision-support is imperative to respond to the EED 2012/27/EU for public-buildings annual renovation as well as to the EPBD 2010/31/EU requirements for new or renovated NZEB public buildings. IMPULSE provides such a system right at the start of EPBD’s obligations, i.e. the end of 2018, as being a common transnational-purpose planning tool for the MED area. 

Experience from renovation planning in MED area has shown that public administrations lack capacities to use novel building energy assessment methodologies towards the conclusion of affordable ambitious plans in response to EU obligations. For example, advance methodologies for urban energy planning produced by previous projects often require high expertise level which is normally absent in public administrations. On the other hand, IMPULSE provides a more compact, solution-oriented and user-friendly system based on thorough testing of such methods in MED public buildings. 

Small-scale renovation projects are also foreseen in one building in each partner Country for the following reasons: Evaluate system’s accuracy in the ex-ante and ex-post conditions; Engage public administration involvement; Raise their skills in energy renovation projects and in monitoring procedures; Demonstrate high impacts with low-cost measures; Make project’s outputs more tangible and accessible to target groups.

Transferring component

The ultimate goal is to raise capacities and engage the related departments (technical, urban planning, energy, development ones) of local and regional authorities with project novelties and, in the end, to exchange at policy level and influence political actions on the energy planning of public buildings with focus on the realisation of reliable and affordable SEAPs. Due to the generalization potential of the building-typologies’ approach, it is expected that the IMPULSE system can be applied to buildings managed even by regional or national authorities. For example, the latter may test replicating 3% renovation plans (A3.5) to governmental buildings of their concern (in context of 2012/27/EU). Transferring actions and respective roles:

  • Focus-group meetings: They take place near the completion of the web-based system (summer 2018) and share with technical actors pilots’ novel approaches. Meetings with policy makers are also envisaged to formulate initial agreements on transposing outputs in policy instruments for SEAPs acceleration. 
  • Training seminars: Partner Cities’ will organise training seminars for other Municipalities and Regions to get them familiarized with the project novel results regarding urban energy planning (Autumn 2018).
  • Portability campaigns: Partners (also with the support of associated partners) will engage participants from other municipalities to interact with project outputs, e.g. the IMPULSE IT system. Technical partners as being very active in funding Programmes for ERB will also attract other municipalities, in the framework of collecting building-stock maturation data to be used towards proposals for future projects. Responsible partners will establish help-desks (using the forum developed in the framework of the Communication component) to facilitate the portability campaigns.
  • Final policy meetings for adapting IMPULSE to local/regional/national policies organized by City partners.

Communication component

The main target groups are identified in section C.2.2. A communication plan will be devised in the first 2 months which will precise tactics, indicators, activities and roles. At this stage, the following tools/material are foreseen: Video documentaries with testimonies and scenes from pilot activities presented in a simple story-telling fashion; E-newsletters, posters and leaflet, with project results and key-messages; Technical articles and presentations.

Tactics/channels that will be adopted are:

  • “IMPULSE on the move” (external events and publications): Diffuse major project results in most recognized journals/magazines and events, e.g. established events such as energy weeks and well-known annual Conferences. The aim is to outreach representatives from all target groups that are likely to gather in such events and to deliver information and communication material. Associated partners will also have multiplying impact through their contributions in the Transferring Component (e.g. the portability campaigns)
  • IMPULSE Info-kiosk: Installed in highly visible positions e.g. nearby pilot public buildings hosting at least the project poster and a monitor displaying the video documentary and major results. The aim is to achieve daily information of general public and of officers from relevant departments of APPs and associated partners
  • Collaborative network in each partner Country: Bringing together active partners, associated partners and target groups involved in ERB plans i.e. urban authorities, members of CoM-SEAP teams, CoM Coordinators/Supporters (some of them are associated partners). Networking will be maintained through 1-1 meetings with target-groups as well as through a forum also of very high use in portability campaigns of the transferring component
  • MoUs with CoM Coordinators and policy makers will seal further uptake of outputs and will be pursued through 1-1 meetings, forum and policy meetings of the transferring component
  • Final Conference in each partner Country bringing together all target groups.
